A Proclamation In Condemnation of Tacit1 Crimes Against Humanity and In Support of the Right of Attacked Parties and States to Defend Themselves Against Such Acts of Proxy Warfare.

This proclamation has been issued in response to an epidemic of terrorism and crimes against humanity by Nation States such as Pakistan, Iraq, Iran, North Korea, and organizations such as Al Qaeda, Taliban, Il Aqsa Brigade, the Red Brigade, Chechnyan Separatists, Kashmiri Separatists, Palestinians falsely claiming occupation, Philippine Terror Groups, Indonesian Al Qaedans, etc.
 
 
STATEMENT OF CONDEMNATION 

  After considerable deliberation over activities in the Terror community and by Nation States (listed below) that engage in terrorism by proxy, proxy warfare, and who use terrorists as a "human weapon" while condemning their target's nations in a false manner, we, the 114,000 members of the computer community, representing contractors, employees and management spanning 15,000 companies globally, 45 million employees and associate members, spanning 145 different nations, hereby condemn the Terror Spawning Nations and the Terrorists committing acts of violence against civilian populations.  We expel any and all companies in our membership who participate therein. We hereby express anger towards their cowardice and decry and deplore their activities, and demand their prosecution by all the Authorities of Humanity, and a suitable military response thereto.  

   We condemn the terrorists and we condemn the nations who back them and who falsely accuse the targets of their unsolicited aggressions of being terrorists, or evil, or darkness, for that, too, constitutes terrorism and hate crime.  In part in response to the behavior of the country of Pakistan and certain citizens of Saudi Arabia, in sponsoring the 9/11 Attack on the United States, and their bizarre HATE CRIME Agenda, we renounce Osamma Bin Laden, Parvez Musharraf, Yassir Arafat, the Ayatollah of Iran, Sadam Hussein and Mohamar Khadaffi, and their associates as "minions of darkness, death and deceit".  We condemn certain members of the Royal Family of Saudi Arabia for their tacit financial support of the foregoing engagement in attacks upon civilians, the spreading of terrorism and the commitment to preaching and implementing Hate Crime against persons not  of Islamic origin.  We call the foregoing behavior the "worst case of Hate Crime and Mass Murder hand in hand committed by any religious or allied business group in the History of Humanity" on a par with the behavior of the NAZI's of Germany in the 1930's and 40's and subject to International Censorship, Prosecution and possible Capital Punishment.

  We accuse said persons of hiding specific financial anti-competition involving Oil Industry Executives within OPEC (a body that originates in the Middle East and Central Asia), Heroin/Opiate Distribution (which is controlled by an underground economy in Pakistan, Afghanistan and parts of China), International Munitions and Nuclear Weapons Proliferation (largely from Pakistan and Iran) and the proliferation of greed, poverty and crime/Hate Crime, which originates from the nations listed below, and certain religious or ethnic groups (e.g.- Militant Fundamentalist Islamic Clergy in certain areas, Separatist Groups and Certain Governments such as Jordan, Syria, Iraq, Iran and Lebanon). WE accuse same of committing HATE CRIME against Islamic Muslims of different sectarian nature than the dominant Islamic Secular Practice of said Nation, as well as against Christians, Jews and other religions, by BIASING ALL RELIGIOUS AND HISTORY REFERENCES TO THEM, including vicious and venomous HATE CRIMES in their educational texts provided young children in their countries, and vile public advertisement and rhetoric throughout their press and government propaganda).  We have compiled a list of specific condemnations and authorities we believe should be adopted as a guide by all of Humanity in response to said Terrorists crimes, and the vile efforts by Terrorists and Nations supporting them, such as Pakistan, the Palestine Authority  and Iraq, to hide the responsible parties and blame the terror victims' nations such as the US, India and Israel, for crimes that the victims' nations simply have not committed.  We revile their leadership as "Exponents of Mass Murder" and "Creators of Terror and Crimes against Humanity."  There is no acceptable way to separate the nations listed below (except for those bearing "NOTE 3" exemptions) from their leaders and from their responsibility for the creation of such Crimes against Humanity, until such time as the Regimes which spawn the Crimes against Humanity is deposed and replaced with civil authority without the indicated terrorism proxy war agenda.  Accordingly, those Regimes are hereby Condemned along with the Terrorists engaging in the Crimes Against Humanity specifically enumerated below.

Part 1.  CRIMES COMMITTED TACITLY AGAINST HUMAN CIVILIAN POPULATIONS.

               No nation state may be targeted by any other by the engagement in terrorist activities (as defined below) against Civilian Populations and/or Targets, nor may any nation state be accused of terrorist activities who is defending against such terrorism being used by another nation state or organization to target it's civilian population in the manner defined below.  Each behavior represents a level of criminal act against Humanity and in the opinion of this body, is subject to criminal prosecution.  

               No nation state may be publicly condemned for defending themselves against same when such meets the "specific act" statute below, e.g. suicide bombings, commandeering jetliners, etc.  Such crimes are punishable in all respects, defense against them is not punishable.  Nation states such as Pakistan, Palestine and Iraq, who regularly support and engage in such terrorism against other nations (against India, the US, Israel, Kuwait, etc.) as a form of proxy warfare, are deemed "States Sanctioning Crimes against Humanity".  Those which publicly condemn the targets of their terror for defending themselves, as if said defense were acts of aggression or terror, and/or who use religious justification falsely to incite support and as a basis for their crimes, are also deemed "States Sanctioning False Allegations against Humanity they have committed Crimes against".  Such are subject to criminal prosecution and incarceration, depending upon the nature of the crime: for life without the possibility of parole or the death penalty, where justified.  Where such nation state's leadership has caused the death of civilian populations, said leaders are subject to prosecution, incarceration and where applicable: capital punishment for causing Mass Murder or Criminal Murder of Civilian Populations.  Such leadership are deemed: "Mass or Civilian Population Murderers by Terrorist Proxy".  Those who engage in same against Religious Institutions, by explosive, fire, gunfire, commandeering public conveyance, and other weapons, are also considered "Hate Crime Perpetrators" and conspirators to commit "Hate Crime".

Part 2. DEFENSES EXPRESSLY ALLOWED AGAINST CRIMES COMMITTED AGAINST HUMAN CIVILIAN POPULATIONS and the CRIMINALS COMMITTING THEM. 

               Nation States who defend themselves in a best effort to protect the lives of civilian population, by pursuing the perpetrators of the "specific acts" below, and who respect International Law regarding protecting the civilian populations within which such perpetrators may hide to the best of their abilities, are JUSTIFIED in doing so, so long as they use a "better effort" to protect the lives of surrounding civilian populations.  Such defense of nation state is not Terrorism, not a Crime against Humanity, and not inherently Evil, since it's objective is to force an end to Crimes against Humanity.  However: suicide bombings, remote controlled bombings, gunning and poisonings of civilian populations for the purposes of creating terror and panic, are Tacit Crimes against Humanity and are punishable, since they exploit terror against civilians whose murder simply does not represent a legitimate political objective.  Such applies to any nation state engaging in explicit acts.

Part 3. THE COMMON LAW BASIS FOR THE CONDEMNATION HEREIN.  

               The legal basis: the inalienable right to be safe in one's home and safe to engage in one's livelihood of a civil nature, constitutes the basic premise of this condemnation.  Terrorists and Nation States engaging in proxy warfare that uses Terrorists safe harboring behind false justification that disconnects them from the Nation State supporting them, are nonetheless guilty of criminal acts against all of Humanity by so doing.  Violation of these right through the use of explosives, gas, poison, gunfire, other weapons, commandeering public or private conveyances, threats of violence, violence, rape, pillage, looting, beating, thuggery, defamation, and use of weapons of mass destruction, are deemed the commission of a Crime against Humanity, punishable by life imprisonment and/or the death penalty, and just cause for any attacked population and/or State to defend itself through Police or Military response in accordance with International Law regarding sudden acts of war against a peaceable Nation State.
 

Part 4. Definition of the Crimes against 
Humanity herein Condemned

               In our experience, the following acts stand on their own as the ultimate acts of a criminal nature against humanity, for which there may be no justification in our modern times, and for which there is the ultimate justification for Criminal Prosecution and Military Response.  The following acts have no right to claim religious justification, no right to claim of revenge, no right to justification on claims of oppression, and no right to claim on the basis of outrage.  In fact, any claim of justification to engage in these acts, in specificity, are falsehoods and any counterclaims by any State or Individual Organization to the contrary are Accessory to these criminal acts and subject to the same penalties:

  • Suicide bombing, Biological attack, Gas attack, Remote control bombing, use of High Explosives or Nuclear Explosives, Shooting and any other murderous acts against any civilian population,
     
  • Suicidal use of and/or commandeering of a Jetliner, Railroad, Maritime Conveyance, Automobile, Bus, Spacecraft, and/or other winged, wheeled or railed conveyance,
      
  • Use of and/or manufacture of poisonous gas, biological weapons, chemical weapons, genetic weapons, toxic substances (including but not limited to illegal distribution of Heroin, Opium, Cocaine and other control substances), germ weapons, optical resonance, audio disruptor, brainwave transmissive, electronic, vibratory or particle-emitting weapons and/or weapons which tend to destroy on a broad spectrum basis the ecology of Planet Earth (such as oil well burn offs, poisons placed into Aquifer, release of biological substances intended to cause death or maiming/injury into well water, sea water, soil or air, etc.) in any manner,
     
  • The engagement in undeclared war through the use of proxy combat against civilian targets.
  • The relocation of civilian individuals into an environment otherwise harmful to their existence, inclusive of death camps, internment camps, exposure to toxic substances, radioactivity and waste, and violation of the premise of aboriginal sanctity.
     
  • False allegations made by the parties in league with or committing said crimes, against the defense against the aforesaid crimes against the parties committing them or conspiring to commit them.

Part 5.  IDENTIFIED TERROR HARBORING AND SPAWNING NATION STATES or ADMINISTRATIONS.

               At the present moment, the nations who have been ascertained to engage in such acts are:

  1. Pakistan (against: Kashmir, Punjab, India, Afghanistan, the United States, Israel, UK, France, Italy, Germany, Norway, Denmark, Sweden, Belgium, Chechnya, Pakistan, Yemen, the Sudan, Nigeria, Ghana, New Zealand, Indonesia, Malaysia and the Philippines, and in terms of distribution of the narcotic Opium/Heroin: every country of the world)  ** SPONSORED TERRORIST  ORGANIZATIONS: Kashmiri Separatists, Punjabi Mujahideen, Taliban, Al Qaeda, Il Jihad, Al Aqsa, numerous others.
  2. Iran (against: Israel, the United States, Indonesia, Iraq and Chechnya) ** SPONSORED TERRORIST  ORGANIZATIONS: Hezbolla, Hamas, others.
  3. Iraq (against Kuwait, U.A.E., Saudi Arabia, Israel, Jordan, Egypt, Qatar, Iran) ** SPONSORED TERRORIST  ORGANIZATIONS: PLO, Intafada, Hamas, Hezbollah, Al Jafara, numerous others.
  4. Libya (against Israel, the USA, central Africa)
  5. North Korea (against South Korea, the USA, Japan, the Philippines, Taiwan, China)
  6. Bosnia/Herzegovina (deposed government of Milosovec)  (against Muslims in Bosnia/Herzegovina) NOTE 3
  7. Columbia/the Medilin Cartel (against Columbia, Mexico, the USA, Panama, Canada, Nicaragua) ** SPONSORED TERRORIST  ORGANIZATIONS: CALI CARTEL, MEDELIN CARTEL, others. **** NOTE 3.
  8. Afghanistan (while under rule of the now deposed government of Taliban and Osamma Bin Laden / Al Qaeda) (against Afghanistan, USA, Israel, Turkey, Uzbekistan, Chechnya, China, UK, and in terms of warehousing of the narcotic Opium/Heroin: every country of the world). ** SPONSORED TERRORIST  ORGANIZATIONS: Taliban, Al Qaeda, Il Jihad, Al Aqsa, numerous others **** NOTE 3
  9. Italy/La Cosa Nostra (and related organized crime organizations throughout the world). ** SPONSORED TERRORIST  ORGANIZATIONS: La Cosa Nostra, the Mafia, the Black Plague, Al Qaeda, various Heroin and Narcotics Trading Organizations, Numerous Organized Crime organizations with divisions throughout the Globe. **** NOTE 3
  10. Chechnya (a part of the Russian Federation): Chechnyan Separatist Rebels. **** NOTE 3

               Infiltration of other nations by organizations intent upon committing such acts, and the recruitment of operative agents by said nation states constitutes a furtherance of Tacit Crimes against Humanity and shall be prosecutable by anti-Terror Statutes such as may exist on the books of the member nation states, and/or prosecution and incarceration for life without possibility of parole and/or capital punishment where such led to loss of civilian lives.

Part 6. Declaration of the specific acts of a criminal nature and the ascribed penalties

               Subject to further revision, the entire series of acts embodied in specificity by the foregoing list are hereby condemned as TACIT CRIMES AGAINST HUMANITY and the intentional affliction of terrorism upon human civilians.  

               There is not nor shall ever be any excuse nor justification for their commission.  

               Said acts are further defined as being purely and expressly illegal in all jurisdictions of the United Nations.  

               Member Nations sanctioning and/or fostering and/or harboring and/or allowing such acts to be engaged in whether within their borders shall be condemned by this body as States Sanctioning Tacit Crimes against Humanity.

               Such acts may be investigated by the International Police of the Member Nations and by the United Nations, and may be prosecuted by them in furtherance of the punishment.

               In all cases, the penalty for commission of said acts shall not be less than Life in Maximum Security Prison without the possibility of parole, upon conviction, and in cases where lives are lost as a result of the commission of said acts, not less than Capital Punishment by appropriate means authorized by the state prosecuting the offender.

               In all cases, conviction shall be subject to appeal to the International Court of Crimes and War Crimes.

               In the determination of accessory and/or conspiracy with such as commit such acts, the penalty shall be not less than Life Imprisonment without possibility of parole, and where the act of the accessory or conspirator directly led to the loss of life, upon conviction, not less than Capital punishment.

               In the determination that a state has engaged in and/or supported such acts, sanctioning them for proxy warfare purposes, it is recommended that each convicted member nation state shall face the following reparation penalties:

  1. US$10,000,000 paid to surviving relatives per loss of life.
     

  2. US$1,000,000 paid to the United Nations Human Rights Agency per loss of life.

  3. Turning over of all records of the parties involved in the commission of said Crimes Against Humanity to the United Nations Security Counsel.
     

  4. Forfeiture of UN Security Counsel membership, if applicable and severe.
     

  5. Resignation of the leadership of said State (up to 10 persons) and prosecution by the International Human Rights Commission before the International Crimes against Humanity and War Crimes Tribunal for such acts.

               Such fines shall not apply to corollary loss of life when a Nation State in defense against the specific acts of a criminal nature directed against it's civilian populations, pursues the perpetrators of said acts into civilian populations, the one restriction being the requirement of said defending Nation State to restrain it's reaction sufficiently to protect said surrounding civilian populations to the best of it's ability to do so.

               Leadership convicted of spawning or supporting such acts are subject to the same penalties (life imprisonment without possibility of parole, and/or capital punishment) as that of any other accessory or committer of said acts.

               Furthermore, without restriction, any nation state attacked in such a manner has the right to defend it's borders and to interdict such attacks, with suitable adherence to International Law regarding protecting the rights of civilians in the offending territories, including invasion of and capture of the offending persons, their trial, conviction and incarceration.

               All such interdictions are subject of United Nations review for their propriety, and all member Nations agree to subject their behavior to such review.

               The United Nations and international relief agencies shall not interdict nor interfere in the defense engagement by states attacked in said manner by committers of TACIT CRIMINAL ACTS AGAINST HUMANITY. 

NOTE 3.  Organizations operating independently of the present administration of said Nation States.

Certain Organizations are operating independent of the Ruling Governments of certain Nation States, namely in the Russian Federation, within Chechnya, within Italy in the La Cosa Nostra (and related organized crime organizations throughout the world), within Bosnia (such occurred in the past under the now deposed, exiled government of Slobodan Milosovic, who is being prosecuted), etc.  

Such Nation States bearing "NOTE 3" have taken or have been assisted in taking steps against the ongoing terrorism being committed by the indicated organizations.  Not listed, but subject to "NOTE 3" status, would include targeted nations such as the Philippines, the United States, Israel, France, Co and UK, where Terror against Civilian Populations is NOT being harbored and the nations are taking exhaustive steps to eliminate the Terrorists committing Crimes Against Humanity Condemned hereunder, and therefore are EXEMPT from this condemnation except insofar as any of their Political Interests or recognized Political Organizations may engage in sympathetic conspiracy with such Tacit Crimes Against Humanity.
